Sky News host Paul Murray says a localised approach to lockdown is "the best way" to handle Sydney's COVID-19 situation.
"A red zone, a slightly less red zone, and then pink zones," Mr Murray said.
"When I talk about this three phase system, I'm not saying the people in Hornsby and Hawkesbury should be able to go and hang out at each others' houses and go and sink a few tins at the pub.
"I'm suggesting the basics, more people being able to go to work and kids going back to school."
