Getting premiers to work together on border issues ‘is like herding cats’

Australia’s federation has been put through the ringer throughout the COVID-19 pandemic due to state leaders’ conflicting health advice leading to harsh and often unnecessary border closures, according to Agriculture Minister David Littleproud.
