The IPA's Executive Director John Roskam says "we need to have a debate" about population.
It comes after NSW Planning Minister Rob Stokes called for a conversation about population strategy.
Mr Roskam said Canberra bureaucrats often "don't understand" the reality of the issue of population, especially in cities like Sydney and Melbourne.
